In a world where urban development and sustainable mobility take center stage, the micro-credential "Planning the 15-minute city for all" equips participants with essential knowledge and skills to plan and design cities accessible to everyone within a 15-minute travel time.
Known as the "15-minute city" concept, this innovative approach to urban planning addresses the growing demands of urban populations and the urgent need to create environmentally friendly, livable, and inclusive urban spaces. In this micro-credential you will be equipped with expertise in urban planning, sustainable mobility, and inclusivity, to contribute to solving complex urban challenges and enhancing the quality of life in cities.
Collaboratively offered by the University of Tartu and Ghent University, this micro-credential programme aims to achieve specific Learning outcomes:
A learner who has completed the programme:
1. has knowledge of the 15-minute city concept, including its potential and limitations.
2. is able to analyse settlement-based population processes, including local population projections.
3. is able to analyse mobility patterns and understand how different modes of mobility affect the spatial accessibility of daily activities (e.g., work, school, services).
4. is familiar with innovative urban planning approaches that promote sustainable mobility without increasing urban inequalities.
5. knows about successful cases of implementing the 15-minute city concept and is aware of the challenges in the cities visited during the programme.
Target group
- (1) officials and specialists involved in urban planning from government agencies, cities, planning firms, and social organizations; (2) students in urban planning-related fields (e.g., urban planning, geography, architecture, public administration, economics, law, environmental studies, etc.); who seek to enhance settlement-based planning, housing and residential area development, the distribution of urban opportunities (e.g., jobs, schools, services), and everyday mobility, while collectively addressing key challenges like reducing environmental impact and tackling growing urban inequalities.
Programme Timeline
- December 9, 2025: Registration closes.
- December 16, 2025: Applicants notified of acceptance.
- February 9-11, 2026: On-site meeting in Ghent.
- February 9, 2026: Start of online course 1 (Ghent, Belgium), led by Prof. Frank Witlox.
- February 9, 2026: Start of online course 2 (Tartu, Estonia), led by Prof. Tiit Tammaru.
- February 9, 2026: Start of individual online studies via Moodle.
- May 26, 2026: On-site meeting in Tallinn, Estonia. - June 10, 2026: Certificate of completion issued.
Description of learning environment
- Teaching is delivered in a blended format on the Moodle e-learning platform. The on-site session of the programme begins in Belgium at Ghent University, and the second on-site session takes place in Tallinn. Individuals admitted to the programme who need to travel to Belgium and/or Estonia are responsible for purchasing their flight tickets. Participants also cover their accommodation expenses.

The participation fee is 1500 EUR.
